On February 20, 15 38-lane highways in Beijing were officially put into use, which marked the official start of off-site law enforcement work on Beijing's highways.
In case of illegal overloading of trucks, it shall be dealt with in accordance with the Regulations on Highway Management of Over-limit Transportation Vehicles (Decree No. 62 of 2016 of the Ministry of Transportation of the People's Republic of China). If the total quality of trucks and goods exceeds the limits specified in Items 4 to 8 of Article 3, paragraph 1 of this Regulation, but does not exceed 1000kg, a warning shall be given; if the amount exceeds 1000kg, a fine of 500 yuan shall be imposed for each 1000kg. The maximum penalty shall not exceed 30,000 yuan.
Freight vehicles can choose nearby highway checkpoints to unload and eliminate illegal and excessive transportation by paying timely attention to on-site weighing prompt information. At the same time, the Municipal Transportation Commission has opened the inquiry function of official network, client and Wechat public number cases, and publicized the detailed address of the office and the unloading place. Illegal cases can be punished in any road administration brigade in Beijing administrative area.
According to the Layout Plan of Beijing Highway Freight Vehicle Over-limit Non-stop Detection System (2018-2020), 68 non-site detection technology equipments are installed in the city boundary to the Sixth Ring Road in three years around the source of freight, key nodes and important freight passages. Fifteen site installations have been completed in 2018, 15 are planned for 2019, and the rest will be completed in 2020.
According to the introduction, the 15 completed non-stop inspection facilities are mainly distributed in six important freight corridors of Tongzhou, Shunyi, Huairou, Miyun, Fangshan and Daxing districts. The specific sections are as follows:
Wuxing Road, Rengang Road, Mubei Road, Longtang Road and Muyan Road in Shunyi District, Puma Village in Jingmi Road in Huairou District, Miyun District Misan Road, Zuodi Road, Shunmi Road, Xitong Road, Changyang G107, Huangliang Road Huluyuan, Yueyue Road in Fangshan District, Luqiu Road and Nanzhong Axis Road in Daxing District.
